PSC K096

MODIFICATION OF EQUIPMENT- ORES, MINERALS, AND THEIR PRIMARY PRODUCTS

Overview

The Product Service Code (PSC) system standardizes how the U.S. federal government classifies products and services in procurement reporting (for example, FPDS) to support consistent reporting, category management, and spend analysis. The PSC Manual is the authoritative maintenance vehicle and defines code scope, assignment rules, and selection practices used across agencies. 1

PSC K096 — Modification of Equipment — Ores, Minerals, and Their Primary Products — identifies contract actions where the predominant work is modification, retrofit, or functional alteration of equipment used in the production, processing, or handling of ores, minerals, and their primary products, as defined by the PSC Manual. Typical codes applied to these actions distinguish modification (K-codes) from maintenance and repair (J-codes) based on whether the primary deliverable changes equipment form or function. 1

What this PSC covers

  • Equipment modification for mineral-processing machinery (crushers, mills, concentrators) where the alteration is the primary effort. 1
  • Retrofit or alteration that changes throughput, performance characteristics, or processing capability of ore- and mineral-handling equipment. 1
  • Upgrades to ore handling, conveying systems, and primary-product fixtures that reconfigure material flow or controls. 1
  • Adaptation of sampling, assay, and primary-processing equipment to support new processes or materials. 1

FPDS reporting notes

Agencies should report the PSC in FPDS data element 8A as the predominant product or service for the contract action; environmental attributes and sustainability-related characteristics are reported in FPDS data element 8L when applicable. The FPDS help pages and user guides provide technical reporting instructions and element definitions. 2

Common contracting activities

Typical actions coded to K096 include contractor-led physical alterations, engineering design changes that alter equipment capability, and on-site retrofits or reconfigurations where modification—not routine repair—is the primary deliverable. Agency acquisition strategies and Statement of Work detail determine how scope maps to a PSC. 1

Frequently asked questions

  • What is the difference between maintenance (J096) and modification (K096)?
Maintenance, repair, and rebuilding codes (for example, J096) are used when the primary effort restores equipment to its original condition, whereas modification codes (such as K096) apply when the primary effort changes configuration or function. Use the PSC that reflects the predominant work. 1

  • When should environmental attributes be recorded for a K096 action?
Record environmental attributes (recycled content, energy efficiency, biobased content) in FPDS element 8L when the acquisition includes qualifying products or services; record the PSC in element 8A as the predominant service. See FPDS reporting guidance for element definitions and allowed values. 2

  • Can a single contract include both K096 and other PSCs?
Yes. Contracts frequently include multiple PSCs for different deliverables. FPDS element 8A should reflect the predominant product or service for the reported action; include additional PSCs as applicable across line items. 1
