PSC H363

INSPECTION- ALARM, SIGNAL, AND SECURITY DETECTION SYSTEMS

Overview

The Product Service Code (PSC) system standardizes classification of goods and services purchased by the U.S. federal government to record “what” is being bought in FPDS/SAM, support spend analysis, and enable consistent reporting. The PSC Manual on Acquisition.gov is the official source for PSC definitions and usage guidance. PSC H363 (Inspection‑ Alarm, Signal, and Security Detection Systems) is a service PSC used to identify inspection, quality‑control, or testing activities associated with alarm, signal, and security detection equipment; the Manual lists inclusions such as commercial testing and laboratory services and explicitly excludes medical and dental laboratory services. 1

What this PSC covers

  • Inspection services for alarm and signal equipment and systems, including acceptance and periodic inspections of installed systems. 1
  • Commercial testing and laboratory services applied to security detection and signaling systems. 1
  • Quality-control and acceptance inspections of alarm, fire-detection, and related safety systems when inspection/testing is the predominant service. 1
  • Functional performance testing and verification of traffic, signal, and control systems where inspection is the primary deliverable. 1
  • Exclusion: medical and dental laboratory services are explicitly excluded from H363. 1

Note: Official PSC-to-NAICS crosswalk entries for H363 are not listed in the PSC Manual. Not specified by official sources 1.

FPDS reporting note

PSC values are entered in FPDS data element 8A (“Product or Service Code”); agencies should select the PSC that best describes the predominant product or service for an action (inspection as a predominant service → H363). For guidance on FPDS data elements and coding conventions, consult FPDS help. 2

Frequently asked questions

  • When should H363 be used instead of a product PSC like 6350?
Use H363 when the contract’s primary purpose is inspection, testing, or quality‑control services for alarm/signal/security systems. Use product PSCs such as 6350 when purchasing the physical equipment itself. 1

  • Does H363 cover fire alarm inspections?
Yes. The PSC Manual groups fire alarms under the Alarm/Signal category and includes commercial testing and inspection of alarm systems; therefore inspection of fire alarm systems falls within H363’s inspection scope. 1

  • Are medical laboratory tests included under H363 inspections?
No. The PSC Manual explicitly excludes medical and dental laboratory services from H363; those services should be coded to the appropriate medical/dental PSCs. 1
