PSC AC33
Overview
The Product Service Code (PSC) is a governmentwide taxonomy that classifies the products, services, and research and development that federal agencies buy, enabling consistent reporting and analysis in systems such as FPDS and agency reporting environments. The PSC structure and updates are maintained through the PSC Manual on acquisition.gov. 2
PSC AC33 denotes National Defense R&D Services; defense-related activities; experimental development. “Experimental development” is defined in the PSC Manual as creative and systematic work that produces new products or processes or improves existing ones, and includes activities like prototype design, construction, and testing for defense-related aims. 2

R&D coding structure and stage context
- R&D PSCs use “A” + major area (A–Z) + sub-area digit (1–6) + stage digit (1–5). The fourth position indicates stage: 1 Basic Research, 2 Applied Research, 3 Experimental Development, 4 Administrative Expenses for R&D, 5 Facilities and Major Equipment. 2
- For R&D services, agencies select the precise R&D service being purchased; products acquired in support of R&D are coded with product PSCs, not R&D PSCs. 2
Reporting context
- PSC is reported in FPDS as data element 8A “Product or Service Code”; environmental attributes, when applicable, are reported in FPDS data element 8L. 2
- DoD’s PGI 204.1703 identifies PSCs that require service contract information to be reported in the System for Award Management (SAM) for the Service Contract Inventory. 1
