PSC 7220
Overview
The Product Service Code (PSC) is a governmentwide taxonomy that classifies the products and services the U.S. federal government buys so agencies can code contract actions consistently in systems such as FPDS and SAM, and so spending can be tracked, analyzed, and reported. The PSC Manual maintained on Acquisition.gov governs these codes and their use. 1
PSC 7220 identifies “Floor Coverings.” Per the PSC Manual, this class includes linoleum; rubber and asphalt tile; carpets; rugs; and rug pads. Vehicular floor mats are explicitly excluded. Code selection in FPDS should reflect the predominant item purchased. 2

Sustainability and reporting considerations
Agencies record environmental attributes for applicable purchases in FPDS (e.g., energy efficient, biobased, environmentally preferable) alongside the selected PSC. These attributes are defined and reported per the PSC Manual’s environmental reporting guidance. 2
For items often bought under 7220—such as carpet, carpet cushion, and floor tiles—EPA’s Comprehensive Procurement Guidelines designate recovered-content products and provide recommended recycled-content levels for agency purchasing. 4
DoD domestic sourcing context
In applying the DFARS rules implementing the Berry Amendment, DoD treats “floor coverings” as textile products within Product or Service Group 72 (examples list draperies, floor coverings, furnishings, and bedding). This framing can affect material sourcing restrictions on certain acquisitions. 3
Frequently asked questions
-
What exactly is covered by PSC 7220? The PSC Manual lists linoleum; rubber and asphalt tile; carpets; rugs; and rug pads under 7220 and excludes vehicular floor mats. The code should be used when these floor-covering products are the predominant items acquired. 2
-
Are installation or removal services coded as 7220? 7220 is a product code. Installation, removal, or repair is typically captured under a service or construction PSC aligned to the statement of work; the specific service code is not prescribed by the 7220 entry. Not specified by official sources 1
-
How do sustainability requirements intersect with 7220 buys? EPA’s CPG program designates carpet (polyester), carpet cushion, and floor tiles as recovered-content construction products and provides recommended recycled-content levels; agencies should consider these designations when defining requirements and evaluating products. 4
-
Does DFARS/Berry treat floor coverings as textiles? Yes. DFARS examples for the Berry Amendment include floor coverings within Product or Service Group 72, which informs how certain domestic sourcing restrictions apply to DoD textile product acquisitions. 3
