PSC 6610
Overview
The Product Service Code (PSC) is a governmentwide taxonomy used to classify what the U.S. federal government buys, supporting standardized reporting and analysis of contract actions in systems such as FPDS and SAM.gov. The PSC structure is maintained by GSA via the PSC Manual, which defines code meanings and usage guidance. 2
PSC 6610 — Flight Instruments — covers aircraft flight-indicating instruments. Per the PSC Manual, this class includes air speed indicators, rate-of-climb indicators, bank-and-turn indicators, pitot tubes, gyro horizon indicators, and attitude gyro indicators. It excludes navigational instruments, which are classified under 6605. 1

Coding and scope notes
- Group 66 includes infrared assemblies and computers specifically designed for use with instruments and laboratory equipment; such items remain within the appropriate class in Group 66 (e.g., 6610 when purpose-built for flight indication). 1
- In FPDS, the PSC is recorded to reflect the predominant product or service on the action. 1
- For DoD, CLINs are expected to include a PSC along with description, quantity, unit, acceptance/inspection, and delivery/performance details per PGI 204.7103. 3
Frequently asked questions
-
What items fall under PSC 6610? The PSC Manual lists air speed indicators, rate-of-climb indicators, bank-and-turn indicators, pitot tubes, gyro horizon indicators, and attitude gyro indicators under 6610. These are flight-indicating instruments rather than navigation or engine instruments. 1
-
How is PSC 6610 different from 6605? 6610 covers flight-indicating instruments; navigational instruments are excluded and instead classified under 6605. Use 6605 when the instrument’s primary function is navigation (for example, sextants or compasses) rather than flight indication. 1
-
Are automatic pilot systems or airborne gyro components coded under 6610? No. Automatic pilot mechanisms and airborne gyro components are classified under 6615, not 6610. Training devices and certain guided-missile autopilot mechanisms are excluded from 6610 as well. 1
-
How should an action with multiple instrument types be coded? Select the PSC based on the predominant product or service on the action. For mixed buys, choose the code that best represents the majority of the value or scope delivered under the action. 1
-
Where is the PSC captured in federal systems and what does DoD expect at the CLIN level? PSC is captured with contract action data in FPDS to identify what was purchased, and DoD expects each CLIN to include a PSC along with description, quantity, unit, acceptance/inspection, and delivery/performance details per PGI 204.7103. 3
