PSC 5340
Overview
The Product and Service Code (PSC) is a standardized taxonomy the U.S. government uses in FPDS and SAM.gov to classify what is being bought, enabling consistent tracking, analysis, and reporting of federal spending. The PSC Manual governs definitions, maintenance, and use of these codes across agencies. 1
PSC 5340 — Hardware, Commercial — covers common hardware designed primarily for commercial use that is tangible, permanent, and part of end items, as well as general construction/manufacturing hardware that is not classified elsewhere (for example, hinges and door locks). It includes access covers, bumpers, casters, cabinet and door hardware, clevises, hinges, latches, straps/strapping, turnbuckles, and webbed straps; it explicitly excludes weapon-system-unique hardware, which is assigned to PSC 5342. 2
What this PSC covers
- Access covers used to protect or provide access to equipment and components. 2
- Bumpers and protective guards for equipment, furnishings, or fixtures. 2

Coding tips and boundary guidance
- Assign 5340 when the predominant purchase is common commercial hardware not elsewhere classified; choose the PSC based on the predominant product in the action per FPDS reporting guidance. 2
- Use PSC 5342 for hardware designed for weapon-system-unique applications; do not report such items under 5340. 2
- Items like nails, machine keys, and pins fall under PSC 5315; seals/gaskets under PSC 5330; O-rings under PSC 5331; bushings/rings/shims/spacers under PSC 5365. 2
FPDS reporting notes
- PSCs are recorded in FPDS data element 8A and should reflect the predominant product being purchased on the action. 2
- Environmental/green purchasing attributes (e.g., energy efficient, biobased, environmentally preferable) are captured in FPDS data element 8L and may apply to products reported under 5340 when applicable to the items procured. 2
Frequently asked questions
-
What kinds of items are typically procured under PSC 5340? Common, commercially available hardware used in construction or manufacturing such as access covers, casters, cabinet and door hardware, clevises, hinges, latches, straps/strapping, turnbuckles, and webbed straps, provided they are not weapon-system-unique. -
How is PSC 5340 different from PSC 5342? PSC 5340 covers commercial, general-purpose hardware; PSC 5342 is reserved for hardware designed for weapon-system-unique applications. Items meeting the weapon-system criterion should not be coded under 5340. 2
-
Are there official NAICS mappings for PSC 5340? Not specified by official sources. The PSC Manual defines PSCs and their scope but does not publish authoritative NAICS crosswalks for individual codes. See also on G2X: https://app.g2xchange.com/psc/5340. 1
-
What is the reporting rule for mixed-content purchases that include hardware? Select the PSC based on the predominant product or service value on the action. For example, if hardware constitutes the majority of the purchase by dollar value, report the action with PSC 5340. 2
-
Do environmental purchasing attributes apply to PSC 5340 items? Yes. When applicable to the purchased items, agencies may report energy-efficient, biobased, or environmentally preferable attributes using FPDS data element 8L in addition to coding the action under PSC 5340. 2
