PSC 5330
Overview
The Product Service Code (PSC) system gives the U.S. government a common way to label what is being bought so contract actions can be classified, searched, and reported consistently across FPDS and SAM.gov. The PSC Manual, maintained on Acquisition.gov, defines each code and provides guidance for coding in federal procurement systems. 1
PSC 5330 — Packing and Gasket Materials — covers seals, gaskets, and packing intended for standard use that fill cavities to create tight seals and are made of materials designed to resist heat, gases, liquids, and chemicals. It includes general-purpose fluid and gas seals, prefabricated gaskets/seals for a single application, and oakum; it excludes O‑rings, bulk sheet/strip materials, liquid gasket compounds, RFI/EMI seals, and all seal retainers. 2

What this PSC covers
- Sealing products used to fill a cavity and create a tight seal for standard applications. 2
- General-purpose oil, grease, air, liquid, gas, and chemical seals. 2
- Prefabricated gaskets and seals designed for a single specific application. 2
- Packing materials constructed to resist deterioration from heat, gases, chemicals, and liquids. 2
- Oakum used as packing/sealing material. 2
- Items coded in Group 53 “Hardware and Abrasives” when they meet the above scope. 2
Related NAICS and PSC codes
Based on the PSC Manual’s scope, neighboring or commonly referenced PSCs include the following. 2
| Type | Code | Descriptor |
|---|---|---|
| PSC | 5330 | Packing and Gasket Materials |
| PSC | 5331 | O‑Ring |
| PSC | 5999 | Miscellaneous Electrical and Electronic Components |
Key exclusions and boundaries
- O‑rings are coded under PSC 5331, not PSC 5330. 2
- RFI/EMI seals and gaskets are coded under PSC 5999. 2
- Bulk materials used to fabricate seals/gaskets (e.g., rubber, cork, asbestos sheets/strips) fall under FSG 93; liquid gasket materials (e.g., RTV) fall under FSG 80; similar items may be in FSG 83 for textiles. 2
Coordinated acquisition assignment (DoD)
Under DFARS PGI 208.7006, PSC 5330 is assigned to DLA Troop Support (DSCP) for coordinated acquisition within DoD’s hardware and abrasives portfolio. 3
Environmental reporting considerations
When reporting contract actions in FPDS, environmental attributes are captured in data element 8L (e.g., “biobased,” “energy efficient,” or “environmentally preferable”), selected based on the predominant product being purchased. This applies government-wide and can be relevant when buying packing and gasket materials that meet designated attributes. 2
Frequently asked questions
-
What exactly is included in PSC 5330? PSC 5330 includes seals, gaskets, and packing designed for standard use, made to resist deterioration from heat, gases, liquids, and chemicals. It covers general-purpose fluid/gas seals, prefabricated gaskets for a single application, and oakum. 2
-
How is PSC 5330 different from PSC 5331? O‑rings are explicitly excluded from PSC 5330 and must be coded under PSC 5331. This boundary prevents misclassification of ring-shaped seals versus broader packing and gasket materials. 2
-
Are RFI/EMI shielding gaskets part of PSC 5330? No. RFI/EMI seals and gaskets are excluded from PSC 5330 and assigned to PSC 5999 under the electrical/electronic components group. 2
-
Which DoD organization manages coordinated acquisition for PSC 5330 items? DFARS PGI 208.7006 lists PSC 5330 under DLA Troop Support (DSCP) for coordinated acquisition responsibilities across the hardware and abrasives grouping. 3
-
Do bulk sheet materials or liquid gasket compounds fall under PSC 5330? No. Bulk nonmetallic sheets/strips used to make gaskets are in FSG 93; liquid gasket materials (e.g., RTV) are in FSG 80; certain textile-type items may be in FSG 83. These are outside PSC 5330. 2
