PSC 2240

LOCOMOTIVE AND RAIL CAR ACCESSORIES AND COMPONENTS

Overview

The Product Service Code (PSC) is a government-wide taxonomy that classifies the products and services the U.S. federal government buys, enabling standardized reporting, analysis, and tracking of obligations across procurement systems. PSCs are selected and reported for contract actions in the Federal Procurement Data System and maintained through the official PSC Manual issued by GSA. 1

PSC 2240 identifies locomotive and rail car accessories and components. Per the PSC Manual, this class covers key rolling-stock subassemblies and fittings (e.g., brake beams, couplers, trucks, journals, wheel sets) and explicitly excludes complete locomotives or rail cars and furniture. Agencies use 2240 when the predominant deliverable is component-level railway equipment rather than whole vehicles or track material. 1

Scope and classification notes

  • Class 2240 includes accessories/components for locomotives and rail cars and excludes complete locomotives (class 2210) and complete rail cars (class 2220). Select the PSC based on the predominant item purchased. 1
  • Items such as rails, tie plates, turnouts, and spikes are classified under track material (class 2250), not 2240. 1
  • Furniture items for railway applications are excluded from 2240. Not specified by official sources beyond the exclusion statement in the PSC Manual. 2

Frequently asked questions

  • How does 2240 differ from 2210 and 2220?

Class 2240 is for accessories and components; 2210 covers complete locomotives, and 2220 covers complete rail cars. Choose the code matching the predominant end item in the award. 1

  • What are examples of items correctly classified under 2240?

Brake beams, couplers, trucks, journals, and wheel sets used on locomotives and rail cars are explicitly listed as in-scope for this class in the PSC Manual. 1

  • Are environmental attributes reported when buying items coded 2240?

Environmental attributes (e.g., energy efficient, biobased, environmentally preferable) are reportable in FPDS when applicable. Agencies record these fields for the predominant product or service on the action; use 2240 when the purchase is primarily component-level rolling-stock equipment. 1

  • Where is the official PSC Manual referenced for classification decisions?

The PSC Manual is maintained by GSA on Acquisition.gov within the Product and Service Code Manual library, which provides the current and archived editions. 2

  • Does 2240 determine small business size standards?

No. Size standards are set for NAICS industries, not PSCs; contracting officers assign the applicable NAICS code to each procurement, and SBA size standards apply to that NAICS. 4
