MISCELLANEOUS VESSELS

Overview

The Product Service Code (PSC) is a standardized taxonomy the U.S. government uses in FPDS and SAM to classify the products and services it buys, supporting governmentwide tracking, analysis, and reporting. The PSC Manual, maintained by GSA on Acquisition.gov, is the authoritative source for PSC definitions and coding guidance.1

PSC 1990 — MISCELLANEOUS VESSELS — sits in Group 19 (Ships, Small Craft, Pontoons, and Floating Docks). Group 19 covers only complete vessels and similar floating end items; parts and accessories belong in Group 20. Within Group 19, code 1990 is defined for “Miscellaneous Vessels” and explicitly includes commercial sailing vessels.1

What this PSC covers

Per the PSC Manual, key points for applying PSC 1990 include the following.1

  • Complete vessel end items that are not captured by another specific Group 19 class.
  • Commercial sailing vessels (explicitly included in the 1990 class).
  • Items are coded here only when the predominant end product is a complete vessel (not a service or a component).
  • Contracts mixing products and services should apply the PSC for the predominant item in accordance with FPDS reporting guidance.
  • Group 19 scope does not extend to parts, attachments, or accessories; those are classified in Group 20 (Ship and Marine Equipment).
  • Vessel types for which the manual provides a dedicated class (e.g., combat ships, small craft, dredges) are not coded under 1990.

Scope boundaries and selection notes

  • Group 19 covers only complete ships, small craft, floating docks, floating dry docks, and dredges; parts and accessories for such items are classified in Group 20 (e.g., 2090).1
  • 1955 covers dredges, including dredges without a hull; do not use 1990 for dredging end items.1
  • Leasing of vessels is coded under service PSC W019 (Lease or Rental of Equipment—Ships, Small Craft, Pontoons, and Floating Docks), not product PSC 1990.1

Frequently asked questions

  • What is PSC 1990 used for?
    PSC 1990 is the Group 19 class for “Miscellaneous Vessels” and explicitly includes commercial sailing vessels. It applies to complete vessel end items when no more specific Group 19 class adequately describes the product being acquired, ensuring accurate reporting in FPDS and related systems.1

  • Does PSC 1990 cover parts, components, or accessories?
    No. Group 19 covers only complete vessels and similar floating end items. Parts, accessories, and shipboard equipment are classified under Group 20 (e.g., 2090), not under 1990. Use Group 20 classes when the procurement is predominantly components rather than a complete vessel.1

  • How should mixed product-and-service awards be coded if a vessel is included?
    FPDS reporting requires selecting a single PSC for the predominant item purchased. If the predominant deliverable is a complete vessel aligned to 1990, code it accordingly; otherwise, select the applicable service or other product PSC that best represents the primary purpose of the award.1

  • Should leased vessels be reported under PSC 1990?
    No. Leasing is a service and is coded under W019 (Lease or Rental of Equipment—Ships, Small Craft, Pontoons, and Floating Docks), rather than product PSC 1990. This distinction ensures clear separation between acquisition of end items and procurement of leasing services.1
