PSC 1950

FLOATING DRYDOCKS

Overview

The Product Service Code system is the U.S. government’s standardized taxonomy for describing the products and services bought on federal contracts. PSCs are entered in FPDS to identify what was purchased and are maintained through the official PSC Manual on Acquisition.gov. These codes support consistent reporting, analysis, and management of procurement across agencies. 1

PSC 1950 denotes Floating Drydocks. Within Group 19 (Ships, Small Craft, Pontoons, and Floating Docks), only complete ships, small craft, floating docks, floating drydocks, and dredges are classified in Group 19; parts, attachments, or accessories are generally classified in Group 20 (Ship and Marine Equipment). PSC 1945 specifically excludes Floating Drydocks, which fall under 1950. 1

What this PSC covers

  • Complete floating drydock structures intended for lifting vessels out of the water for maintenance or repair activities. 1
  • Government purchases where the predominant deliverable is a floating drydock end item. 1
  • Transactions coded in FPDS as a product (not a service), per the PSC Manual’s “WHAT was bought” guidance. 1
  • Floating drydocks regardless of military or civil application, when acquired as end items. 1
  • Items in Group 19 as complete platforms; associated parts, accessories, or attachments are not coded under 1950. 1
  • Excludes floating docks and pontoons, which are classified under PSC 1945. 1
  • Excludes service activities (e.g., repair services), which are coded under service PSCs such as J019 or J998/J999, not under 1950. 1

Classification notes and boundaries

  • Group 19 includes only complete platforms (e.g., ships, floating docks, floating drydocks, dredges). Parts, attachments, or accessories for those platforms are classified in Group 20 (e.g., PSC 2040 Marine Hardware and Hull Items) unless another group applies. 1
  • PSC 1945 explicitly excludes Floating Drydocks; acquisitions of floating drydocks should be coded under 1950. 1
  • When a contract includes multiple items, the PSC should reflect the predominant deliverable per FPDS coding guidance in the PSC Manual. 1

Service PSCs commonly paired with floating drydock procurements

  • Maintenance, repair, or rebuilding related to ships, small craft, pontoons, and floating docks is coded under J019; non-nuclear ship repair is coded under J998 (East) or J999 (West). These are service PSCs and differ from product PSC 1950. 1
  • Lease or rental of equipment in this domain is captured under W019 (Lease or Rental of Equipment—Ships, Small Craft, Pontoons, and Floating Docks). Leasing of ship construction and repair facilities uses X1ED. Applicability to floating drydocks should follow the PSC Manual’s descriptions. 1

Frequently asked questions

  • What does PSC 1950 encompass?
PSC 1950 covers floating drydock end items. Group 19 classifies only complete platforms; related parts or accessories fall under Group 20. Floating docks (not drydocks) are coded under PSC 1945. See also: https://app.g2xchange.com/psc/1950. 1

  • How should contracts that bundle a drydock with other items be coded?
The PSC should represent the predominant deliverable per FPDS guidance. If the floating drydock is the primary item, use PSC 1950; otherwise select the code that best reflects the main item purchased. 1

  • Are parts, modules, or accessories for floating drydocks coded under 1950?
No. Group 19 is reserved for complete platforms. Parts, attachments, or accessories are generally classified in Group 20 (e.g., PSC 2040), unless another group more precisely applies. 1

  • Which service PSCs apply to repair or leasing activities associated with drydock usage?
Repair and rebuilding services are typically coded under J019 or the regional non-nuclear ship repair PSCs J998/J999. Lease/rental of related maritime equipment uses W019; facilities leasing uses X1ED. 1
