PONTOONS AND FLOATING DOCKS

Overview

The Product and Service Code (PSC) system is a governmentwide taxonomy that classifies what the U.S. federal government buys. Agencies record PSCs in systems such as FPDS and SAM.gov to enable consistent reporting, analysis, and category management. The PSC Manual, maintained on Acquisition.gov, governs code definitions and use. 1

PSC 1945 — Pontoons and Floating Docks — is a product code in Group 19 (Ships, Small Craft, Pontoons, and Floating Docks). Per the PSC Manual, Group 19 covers only complete vessels and floating structures; related parts and accessories are generally coded in Group 20. Code 1945 includes camels, pontoon stanchions, and pontoon ramps, and excludes floating drydocks and bridge floats/pontoons. 2

Classification notes and boundaries

  • Group 19 includes only complete ships, small craft, floating docks, floating drydocks, and dredges; end items, assemblies, parts, and accessories for these are generally coded in Group 20 unless another class applies. 2
  • Code 1945 excludes floating drydocks (see 1950) and bridge floats/pontoons; pontoon hardware (“jewelry”) is not in 1945. 2

FPDS reporting guidance

The PSC is recorded in FPDS data element 8A and should reflect the predominant product purchased on a given action. Use 1945 when the requirement is for complete pontoons or floating docks, and select a different PSC when the scope is limited to parts, accessories, or a floating drydock. The PSC Manual provides the governing instructions for code selection and reporting of related attributes. 2
