GUIDED MISSILE SYSTEMS, COMPLETE

Overview

The Product Service Code (PSC) is a standardized taxonomy the U.S. government uses to classify supplies, services, and research and development in procurement records, supporting consistent reporting and analysis across systems. PSCs are entered on contract actions in the Federal Procurement Data System (FPDS) and are governed through the GSA‑maintained PSC Manual. 1

PSC 1425 — Guided Missile Systems, Complete — covers only complete guided missile systems. Per the PSC Manual, anything less than a complete system (for example, individual end items, assemblies, parts, attachments, or accessories used in guided missile systems) is classified elsewhere, not under 1425. 1

Distinguishing 1425 from adjacent classes

  • 1425 vs. 1410: 1410 covers complete guided missiles (the missile), whereas 1425 covers complete guided missile systems. 1
  • 1425 vs. 1427: 1427 covers combinations/assemblies of two or more end items identified as a single subsystem item of supply; complete systems remain in 1425. 1
  • 1425 vs. 1420 and 1440: individual components and launchers are excluded from 1425 and are coded under their respective classes. 1

FPDS reporting notes for 1425

  • The PSC is captured in FPDS data element 8A “Product or Service Code”; select the code that best identifies the product or service procured and, if multiple apply, the one representing most of the ultimate contract value. 2
  • The PSC Manual instructs selecting the PSC based on the predominant product or service for the action; environmental attributes are recorded separately in FPDS element 8L. 1

Frequently asked questions

  • What does PSC 1425 include?
    PSC 1425 includes only complete guided missile systems as the principal deliverable. Individual end items, assemblies, parts, accessories, or other discrete elements used in such systems are excluded and belong in adjacent classes like 1420 or 1427, depending on the scope. 1

  • When should 1425 be used instead of 1410?
    Use 1410 when the deliverable is the guided missile itself. Use 1425 when procuring an integrated, complete missile system (e.g., missile, launcher, control, and support delivered as one system-level end item). The PSC Manual makes this distinction explicit. 1

  • Are guided missile launchers included in 1425?
    No. Launchers are coded under 1440, and handling or servicing equipment is coded under 1450. PSC 1425 is reserved for the complete guided missile system, not individual pieces of equipment or accessories. 1

  • How should mixed buys (e.g., a system plus spares) be coded?
    FPDS requires choosing the PSC that represents the predominant product or service and, if multiple apply, the one representing most of the ultimate contract value. If the complete system is the primary deliverable, report 1425; otherwise select the PSC aligned to the predominant non-system deliverable. 2

  • Is there an official NAICS mapping for 1425?
    Not specified by official sources 3. Agencies determine NAICS independently based on the principal nature of the work in the solicitation or award. Because no authoritative crosswalk is published for PSC 1425, contracting offices should document rationale and ensure internal consistency with their acquisition plan and FPDS entry. 3
