PSC 1325
Overview
The Product Service Code (PSC) is a governmentwide taxonomy the U.S. federal government uses to classify the products and services it buys, enabling standardized reporting, analysis, and visibility in procurement systems such as FPDS and SAM.gov. GSA maintains the taxonomy through the PSC Manual and updates it periodically for use in contract reporting. 1
PSC 1325 — BOMBS — classifies bomb munitions and certain bomb-related items. The PSC Manual specifies that 1325 includes components, photoflash bombs, chemical warfare bombs, and bomb clusters, and excludes guided bombs that are converted to guided missiles by the addition of a means of propulsion. This PSC is selected based on the predominant product purchased and is part of Group 13, Ammunition and Explosives. 1

|---|---|---|
| PSC | 1305 | Ammunition, through 30mm |

Classification boundaries and exclusions
- The 1325 scope expressly excludes “guided bombs converted to guided missiles by addition of a means of propulsion.” Complete guided missiles and their systems/components are grouped under Guided Missiles (e.g., PSC 1410, 1420). 1
- Rockets and rocket ammunition are classified in PSC 1340; this distinction keeps rocket warheads/motors out of PSC 1325. 1
DoD coordinated acquisition responsibility (context)
- Under DFARS PGI 208.7006 coordinated acquisition assignments, the Department of the Army has a partial assignment for FSC/PSC 1325 (Bombs). The assignment notes Army responsibility for certain fillers and loading/assembly/packing functions, with exceptions for Navy-assigned items. 3
Safety and handling clause (context)
- Contracts involving ammunition and explosives commonly invoke DFARS clause 252.223-7002, “Safety Precautions for Ammunition and Explosives,” which prescribes safety program, storage, and incident reporting requirements for covered work. 5
Frequently asked questions
-
What exactly does PSC 1325 include?
PSC 1325 covers bombs and related items, specifically components, photoflash bombs, chemical warfare bombs, and bomb clusters. It is a product code within Group 13 (Ammunition and Explosives) used to record “what” was bought on contract actions. 1
-
What is not included under PSC 1325?
Guided bombs that become guided missiles by adding a propulsion means are excluded from 1325 and fall under Guided Missiles classes (e.g., PSC 1410 for complete missiles). 1
-
How is PSC 1325 used in federal systems?
PSC codes are entered on contract actions in FPDS and are used for reporting and search; SAM.gov also supports searching opportunities by PSC. PSC 1325 identifies buys of bombs in those contexts. 4
-
Which DoD component typically leads acquisition for bombs?
DFARS PGI 208.7006 assigns a partial coordinated acquisition responsibility for PSC 1325 (Bombs) to the Department of the Army, with stated exceptions for Navy-assigned items and capacity considerations. 3
-
Are special safety requirements associated with PSC 1325 buys?
DFARS 252.223-7002 requires contractors handling ammunition and explosives to implement specified safety measures, incident reporting, and storage controls when the clause is in the contract—commonly applicable to munitions work. 5
